关于敬请海内外校友会协助推荐高层次人才的函

各海内外校友会:

        南京邮电大学历来高度重视人才工作,较早地提出并实施“人才强校”战略,在海内外校友的大力协助下,经过全校师生的共同努力,近年来学校在学科与专业建设、科学研究、人才培养、师资队伍建设、干部队伍建设、教育国际化、政产学研合作、党建和思想政治教育、管理体制与运行机制改革、办学条件和教职工待遇等诸多方面取得了可喜的成绩,实现了一个又一个突破,鼓舞了斗志、增强了信心,以上这些成绩的取得离不开近年来引进和培养的许多优秀人才所做的贡献。
        当前,南京邮电大学的发展已经站在了新的起点上,学校清楚地认识到:要实现从规模到质量,从外延扩张到内涵建设,从教学型大学到教学研究型大学的根本性转变,显著提高学校的整体实力和核心竞争力,显著提高学校的教育质量和办学效益,显著提高学校的社会知名度和影响力,就必须依靠学科建设和科学研究,最根本的是必须依靠人才支撑。可以说,做好人才工作是推动南京邮电大学腾飞的关键。
        为此,学校召开了《干部大会暨人才工作会议》,制定了《人才队伍建设方案》、《师资队伍优化方案》等,出台了《南京邮电大学引进高层次人才暂行办法》,发布了《广招天下英才共谋南邮发展》招聘公告(见附件),决定继续坚定不移地实施“人才强校”战略,不惜重金引进高层次人才,特敬请广大海内外校友协助做好宣传和推荐工作,向着“把我校建成特色鲜明、在信息科学和技术领域国内一流、国际有影响的教学研究型大学”的宏伟目标迈进。

广招天下英才    共谋南邮发展
 
        为加强学科建设,建设一支适应新时期学校发展要求的、充满生机活力和富于创新精神的高层次、高素质、高水平教师队伍,进一步提高教育质量、科研水平和办学效益,实现人才兴校、科技强校,特公告如下。
        一、引进高层次人才的条件
        引进的人才必须政治素质好、学术造诣深,具有良好职业道德,遵纪守法,能为人师表、教书育人,作风正派,身体健康。
        着力引进的高层次人才分为四个层次:
        (一) 第一层次人才:中国科学院院士,中国工程院院士,中国社会科学院学部委员,海外院士;
        (二) 第二层次人才:“长江学者奖励计划”特聘教授,“国家杰出青年基金”获得者,国家“千人计划”入选者,新世纪“百千万人才工程”国家级人选,国家自然基金创新研究群体、教育部“长江学者奖励计划”创新团队的学术带头人;
        (三) 第三层次人才:中科院“百人计划”入选者和国家级教学名师;
        (四) 第四层次人才:主持国家自然科学基金委或科技部重点科研项目的主持人,教育部“新世纪优秀人才支持计划”入选者,“百篇优秀博士论文”人选;
        海外高水平学者和科研人员将依据其学术水平和科研能力对照上述第二、三、四层次人才条件享受相应的待遇。
        上述第二层次人才的年龄一般在50岁以下,第三层次人才的年龄一般在45岁以下,第四层次人才的年龄一般在40岁以下,第一层次人才的年龄不受限制。
        在上述第二、三、四层次人才中,国家自然科学奖、国家发明奖、国家科技进步奖、国家级教学成果奖和国家社科基金项目优秀成果奖的主要获奖者、国家级荣誉称号(如有突出贡献的中青年专家等)的获得者,年龄可适当放宽。
        二、引进高层次人才的年薪及住房补贴
        (一)如果引进高层次人才的人事档案完整地转入我校,方可享受如下额度的年薪和住房补贴:

        (二)如果第一、二、三层次人才的人事档案未转入我校,可采用柔性引进,每年须到校全职在岗工作6个月(寒暑假除外),可享受相应待遇的1/2。待其人事档案到达我校后恢复有关待遇。
        (三)对于引进的高层次人才,根据其提出的科研工作目标及成果、科研实施方案和技术路线的需要,为其提供实验设备及场地、平台建设经费,协助组织科研团队。并根据其转入学校的科研项目情况,为其配套科研经费。
        三、引进高层次人才的配偶及子女安置
引进的高层次人才的人事档案须完整地转入我校,方可享受配偶及子女安置待遇。学校根据引进高层次人才配偶的实际情况采取多种方式安排其配偶工作;另外,对引进的第一、第二层次人才,除安排其配偶外,还可根据其子女的实际情况安排一名子女就业。
        四、引进高层次人才的管理和考核
        (一)引进的高层次人才的基本服务期为10年。
        (二)引进的高层次人才须与学校签订聘用协议,并按照学校制定的科研考核管理办法完成规定的考核要求。若连续三年考核不合格,学校有权与其解除聘约。

² While there is no age limit on type 1 applicants, those of type 2, 3 and 4 are generally expected to be under respectively 50, 45 and 40 years old. Age limit is negotiable for type 2, 3 and 4 applicants who are recipients of National Awards for Natural Sciences, National Invention Awards, National Scientific and Technological Achievement Awards, National Teacher Awards, Awards for Excellent Achievement in State-level Fund for Social Sciences, or national honorary titles (such as Young and Middle-aged Experts with Outstanding Achievement)
 
II Salaries and Benefits
² New faculty members who transfer their officially registered Personnel Files to NUPT will be entitled to the following salaries and benefits:

² New faculty members from type 1, 2 and 3 applications who, for the time being, do not transfer their personnel files to NUPT are required to work full-time at the university for no less than 6 months a year (summer and winter vacations not included) and paid half as stipulated above. Full salaries and benefits shall be granted upon the transfer of personnel files.
² NUPT is to supply facilities, premises and platform-building funds, and help organize a research team for new faculty members in accordance with their proposed research goals and plans. Research funds shall also be granted to facilitate research projects brought in by new faculty members.
 
III Benefits for Spouses and Children
² After new faculty members transfer to NUPT their personnel files, the university shall arrange employment for their spouses according to their abilities. The university shall also arrange employment for a child of new faculty members of type 1 and 2 applications.
 
IV Management and Assessment
² All new faculty members are appointed on an initial 10-year contract.
² All new faculty members, during their employment, must meet the academic requirements as stipulated in the contract. NUPT has the right to end employment with any faculty member who fails to meet the requirements for 3 consecutive years.
 
V The Personnel Office of NUPT reserves the right of final interpretation of this notice.
